O PNUMA: Entre Críticos e Defensores. Os Desafios da Governança Ambiental do Planeta

Resumo

Instituído para ser a autoridade central da governança ambiental do mundo, o Programa das Nações Unidas para o Meio Ambiente (PNUMA) tem sido objeto de críticas que apontam para sua ineficácia e falta de coordenação de ações dos organismos internacionais que, direta ou indiretamente, tratam da questão ambiental. Em grande parte, tais deficiências decorreriam de seu status de programa e não de agência especializada, o que lhe retiraria independência e garantia de orçamento mais estável. Na Convenção Rio+20, realizada em 2012, ganhou mais poderes formais com vistas a torná-lo mais efetivo em sua missão. Com todas as dificuldades, porém, o PNUMA tem desempenhado um importante papel no estabelecimento de acordos internacionais multilaterais como a Convenção de Diversidade Biológica e a Convenção-Quadro sobre Mudanças do Clima.
