A CASA ALTA NOS ESTADOS FEDERAIS
Resumo
A Casa Alta está presente em quase todos os Estados federais. Além de ser uma garantia contra a vontade tirânica da maioria e de estabilidade das leis, a Casa Alta representa os interesses das entidades subnacionais na formação da vontade federal. Ela, todavia, apresenta uma diversidade de aspectos institucionais no Direito Comparado, desde a sua composição até a forma de investidura e mandato de seus membros. Essa diversidade está relacionada às peculiaridades e contextos de cada Estado, tendo reflexos importantes sobre a importância e o papel que desempenha na Federação.
