Abstract

This paper analyzes the concept of public policies and their evolution, in terms of Public Administration and its most relevant activities. Participation and information are currently incorporated into public dynamics. People's opinion, as well as from pressure groups, are essential for the formalization of government decisions engaged in budgetary, administrative, and strategic planning rules of law. The definition of sustainable development, from the study of glocalization, became fundamental for the issuance of popular opinions. In order to better understand the implementation of public policies, the "VerdeAzul Municipality Program" of the State of São Paulo was approached here as its own mechanism to attract other federal entities and individuals to get involved in the process and thus be able to supply their own interests, in addition to collective ones. The hypothetical-deductive method was herein applied along with the bibliographic and documentary methodology. The VerdeAzul Program is one of the paradigms herein placed.
