Abstract
This article because it is an exploratory and explanatory research, the deductive method is used to examine the reflections of the paradigm shift proposed by the Convention on the Rights of Persons with Disabilities and the Statute of persons with disabilities, in change in the disability system, which no longer has a link to disability, with an eminently inclusive nature. It seeks to verify that the conquest of citizenship is a reflection of the dignity of the human person and reverberates in the field of democracy, besides being measured whether equality is a presupposition of and for the exercise of democracy itself. The objective of the analysis of the political rights guaranteed by the legal diplomas and the position outlined by the Electoral Justice, in administrative proceedings, in which he disciplined the subject, attributing equality to persons with disabilities of rights and duties electoral impacts on the other branches of the lives of these citizens.
